I agree with the core diagnosis, but I think the sharper missing axis is not just "cost-aware scheduling". It is dispatch cardinality by maintenance class:

This reframes OQ1/OQ3:
- OQ1 cost-awareness: I would not start with a generalized cost model. The first split is categorical: tasks that acquire the heavy lease versus tasks that only need dependency/backpressure gates. Cost matters later inside the non-heavy class, but the immediate false coupling is "one winner per poll" across tasks that do not share the same scarce resource.
- OQ2 dependency edges: keep
golden-pathexplicitly dependent ondream; do not make it heavy. Forbackfill -> summary, I would avoid a hard global edge until #13592 lands and live evidence shows staleness-ratio still letssummaryconsume sessions without enough mini-summary substrate. 1. OQ3 is the actual lever — and smaller than OQ1's cost model. The cost-asymmetry SYMPTOM isn't a lease problem: golden-path already runs OFF the heavy lease (pipeline.mjs:361 → MaintenanceBackpressureService.executeWithGoldenPathDependencyGate:612, no acquireLease). The residual delay is purely one-winner-per-poll: picker.mjs:5 "selects at most one winner per poll cycle" (selectFirstCandidate:44) across ALL due tasks — so an off-lease cheap task still waits its turn behind whatever wins. So Option B's own falsifier resolves YES: the fix is "off-lease/cheap due tasks bypass the single-winner gate, run every poll" — NOT a first-class cost model. Divergence row B′ below.
2. OQ2 — the edge should be SOFT; the precedent already exists. The scheduler isn't edge-free: golden-path's dream dependency is a DEFERRAL-only gate (recordDeferral → return false, not a hard block; :612-630) — a same-poll re-check lets it proceed, no deadlock. Give backfill → summary the SAME soft shape: defer summary for a session when backfill is due-and-behind, never hard-block. Option C's deadlock falsifier ("summary blocked forever if backfill never drains") is real; the soft-gate precedent already dodges it.
