The Concept
A single developer who forks neomjs/neo to try the Agent OS locally — fork → npm install → wire the 4 MCP servers → run one lane (create a ticket, build, open a PR we review on GitHub) — currently walks a path that is broken at the config layer and actively hostile at the substrate layer. This proposes an onboarding epic with three legs:
- Config-truth fixes — the local setup doesn't work as documented (three concrete bugs below).

- A forking dev's GitHub MCP targets upstream.
ai/mcp/server/github-workflow/config.template.mjs hardcodes owner: leaf('neomjs') / repo: leaf('neo') with no env override → a fork's create_issue / manage_pr_review / sync hit neomjs/neo.
The substrate-assumes-swarm walls (the bigger half): a fresh clone's agent inherits the full swarm OS —
