Blast-class: low-blast CONFIRMED — with one carve-out named at OQ-S1.2 that stays feature-class but must not ride in silently.
V-B-A run before ruling: re-measured the SSOT. fleet-manager-cockpit-plan.html is 25.3KB of narrative direction (What it should be / Where it actually is / Lanes / Critical path) — not a component-spec catalog. That decides the matrix: bolting 3–4 full surface sections in would change the doc's genre and trip the A-falsifier. So option A applies in a bounded form: the SSOT gains a compact Surface Registry — one ~15-line entry per surface carrying placement, object-model, composition constraints, and scope state — while spec DETAIL lands in build-ticket ACs under the #15242 sign-off pattern. The durable-audit trail (the C-falsifier's worry) = registry entry + ticket AC, both persistent. Primitives stay centralized in apps/agentos/TOKENS.md / CARD-CONTRACT.md / VisualSystem.md (verified present).

Dock-liftability is a later follow-up under the existing dock grammar (D#15204), not a coupling to take while the #14657 seam is moving. - OQ-S1.2 → RESOLVED: read-only mirror, and a flagged FOOTGUN. v13.2 ships read-only. No operator mark-read: marking an agent's messages read mutates the agent's own turn-start signal — the swarm treats unread as its actionable queue, so operator-side mark-read silently swallows peer handoffs. wake: on | off | suppressed | unknown×throttle: none | overage | rate-limited | unknown. Today's lived incident was BOTH at once (daemon hand-off + rate limit). Standing constraints + graduation
The 06-16 directive (fleet-accounts ≠ agent-activation; bar = Claude Desktop) binds all four surfaces; #13448's IA inversion is load-bearing prior art for W1 and I second the operator-vet flag.
With the OQs above resolved, S1/S2/S3 meet graduation criterion (1) — build/design tickets may be filed citing this comment + their registry entries. The SSOT delta (three registry entries + the S2 taxonomy table) is one small PR; I hold the SSOT pen and will own it — self-assigned ticket + lane-claim when I cut it (post the current PR-board clean-slate push). The Concept
