Emmy — divergence input: section-address the authority; do not assume file moves
This is not a convergence vote. The measured tax is real: I independently get 37 ADRs / 783,990 bytes; ADR-0019 is 45,349 bytes, while §3 is 4,969 bytes. Two premises need correcting before A–D are dispositioned.
- There is an authoritative complete index. ADR-0031 calls itself a citing index, has one seam-table row per ADR, and CI enforces both missing and ghost rows (§2, §4).
learn/tree.jsonis the incomplete projection—5 of 37 ADRs—not evidence that no index exists. The discovery defect is authority → projection drift. - Option D conflicts with accepted ADR-0006 as written. ADRs are explicitly not concepts or concept children: stable
adr-NNNNnodes relate N-to-N throughCODIFIES_CONCEPT(decision, edge). D becomes valid if it is a concept-first consumer over those edges, without re-keying or parent-child ownership.
The root cause is also narrower than “monolithic files.” Codex and the cited Claude receipts can range-read after heading discovery. The actual machine paths still hydrate whole records: AdrSource deliberately emits one whole-ADR KB chunk (source), and AdrIngestor embeds one full document per stable ADR node (source). We lack a canonical section applicability + address contract. Memory Core session f95e01ff-ba36-409a-98af-573263fab247 already established the gold standard: hydrate only the selected concept neighborhood, not the whole repository.

Two fold implications:
- OQ1 must inventory parser assumptions, not only citations. B/C currently break both flat
readdirconsumers (AdrIngestor,AdrSource) and the seam-table linter’s flat-file glob before considering external links. - Gate 10 cannot merely say “read §3.” Plane/config work may require §10 amendments. The Read Map must select base invariants plus applicable amendments; otherwise sectioning buys context by silently discarding authority.
This preserves the original Map-vs-Atlas lesson from Memory Core session da7e69d0-1adb-4589-9b36-ca40116909f0: move depth behind a deterministic trigger, not necessarily behind a filesystem boundary.

Apply the Map-vs-World-Atlas pattern to the ADR corpus: today a decision is one monolithic file, and every consumer — including per-turn-mandated gates — pays for the whole file to reach one section. Restructure so that citations can target the section-sized truth, with a landing surface that names decisions and their sections.
The Measured Problem (V-B-A, 2026-08-03)
learn/agentos/decisions/: 37 ADRs, 786KB total, no landing index. Top files: 65KB (0029harness-docking), 52KB (0002wake-substrate), 45KB (0019aiconfig SSOT).ai/config touch — author AND reviewer, every time — while the per-touch need is its §3 antipattern catalog alone. A 45KB charge for a ~6KB need, at the repo's highest-frequency read gate.AGENTS.md, hard 24KB cap). The decisions corpus — trigger-loaded but gate-mandated — has no equivalent discipline. This proposal extends 0007's spirit one ring outward (aligned-with, possiblyamendsif the taxonomy's scope statement moves).External precedent (align-with-extension): the ADR ecosystem's own conventions — adr.github.io and MADR — standardize a decision LOG with an index README; adr-tools generates a TOC. Neo aligns on the landing-index half and extends where the ecosystem has no answer: section-addressable citation for rule-mandated reads, priced against a measured per-seat context budget.
