The Concept
ADR-0027 excludes the Knowledge Base from the autonomous data-recovery target set, and that exclusion is correct for the reason it was made. The actuator's expectedDestinations (Orchestrator.mjs:530-545) is {memories, summaries, graph} — Memory Core substrate. The KB is outside it because "Knowledge Base rebuilds from source" (:112, :117, :189).
The operator states the original intent precisely:
"the intent was that if MC data (memories, summaries, …) gets lost including backups, it is gone forever. KB can get completely get rebuild from source."
So the envelope is a criticality boundary: it protects what cannot be re-derived. That is a good boundary and this proposal does not seek to move it.
What the concept has no name for is the embeddings themselves. A KB corpus is not only reconstructible content — it is also computed artifact. The documents come from source; the vectors come from GPU-hours. Recovering the first is cheap and always possible. Recovering the second is currently treated as having no value, because the model never distinguished them.
The proposal is to name that distinction and ask what follows from it.

Both paths produce a working corpus. One spends a day of compute to re-derive vectors that are sitting on disk.
This does not make the ADR wrong. "Rebuilds from source" is a statement about recoverability, and it is true. The gap is that recoverability was treated as binary — recoverable or not — when it has a second axis: at what cost, and from which artifact. MC data is irreplaceable at any cost. KB documents are replaceable cheaply. KB embeddings are replaceable expensively. The envelope has two of those three categories.
The power the operator points at is in the third: "if we can recover existing embeddings or full data including them, there is power inside this concept."
Reflective Pause (§5.1.1 — friction origin)
This proposal originates from friction — the corpus was lost twice in three days — so the root cause is carried rather than the symptom.
Root cause, falsified down: the corpus did not stay empty because restore was impossible.
