Resolves #11122. Validated parity across all GH-content sync types (Issues, PRs, Discussions) to ensure the XXxx/ chunking primitive is fully institutionalized.

Closing per operator directive + Discussion #11180 graduation path.

Context (for future-graph reconstructors): this PR was originally Gemini's cosmetic naming-normalization of discussion folders (discussion-100xx/100xx/), preserving the 100-bucket ID-chunking shape. Operator challenged the shape on 2026-05-11 ("i can not make sense out of PR 11174 ... is this a good final structure, or can we do better?"), revealing that the chunking ignored issue-archive's version-folder model.

Resolution path: Cross-family ideation in Discussion #11180 achieved 3-way swarm consensus on type-separated version-folder archive symmetry (Option B). Final RESOLVED_TO_AC block at discussioncomment-16874897.

The graduation ticket (when operator ratifies) will subsume PR #11174's scope into a much broader substrate-evolution: type-separated archives (issue-archive/, pr-archive/, discussion-archive/) each with version-folder OUTER + ID-chunk INNER. The cosmetic naming-normalization PR #11174 attempted is no longer needed in isolation.

Status: superseded-by-Discussion-#11180. Original close-target #11122 ("Migrate discussions data to hierarchical chunking (XXxx)") will also be superseded once the graduation ticket lands.
