Iteration 1 of N of the v13.1.0 release notes, at the flat root of resources/content/release-notes/ — the authoring/staging surface the release pipeline itself requires (publish.mjs:83-87 pre-flight errors without it, appends the atomic-hash line to it, creates the GitHub Release from it, and removes it itself post-release). The draft merges deliberately early with an explicit in-document iteration banner; mining-driven refinement iterations follow under epic #14483 until the cut bar is met (operator direction, 2026-07-02: multiple iterations ARE needed; do not downplay the release).
