Ships §05 "Surface Registry" into the FM cockpit design SSOT: one compact entry per surface — S1 mailbox pane, S2 wake/throttle telltales with the two-axis taxonomy table, S3 catch-up projection, S4 chat-deferred — carrying the D#15249 dispositions faithfully (placement, object-model, composition constraints, scope state), plus the registry preamble naming the authority split: registry = direction + constraints; build-ticket ACs = spec detail (the #15242 sign-off pattern). This section is the citation target W4 build tickets graduate against, so it unblocks the FM wave's ticket filing.
Evidence: L2 achieved (static design doc: DOM structure + computed-style verification in the harness browser; the pane cannot produce pixel screenshots offscreen) → L2 required (doc-only artifact; the close-target ACs name structure, content fidelity, and idiom — no runtime effects exist). Residual: visible-browser render glance [#15254].
