Resolves #16528

🌿 The license and its bound now load together — "read as permission to expand" is unsayable.

§pr_diff_equals_pr_body was turn-loaded while every terseness guidance was read-once, so the license won every turn, in every family (mechanism + specimens: ticket comment). The bound now lives in the same line; the three payloads swap their expansion-licensing words for pointers to it.

Evidence: L1 (static substrate edits; load path verified — .claude/CLAUDE.md is a symlink to AGENTS.md, so the rewrite reaches every Claude-seat turn) → L1 required (discipline codification, no runtime ACs). No residuals.

Slot rationale (§1.1)

  • AGENTS.md §pr_diff_equals_pr_body — disposition rewrite (ADR-0007): density up, placement unchanged, L1 firewall shape kept (named prior + override, per the Atlas warning anchored on PR #11534). File lands at 24,521 of the 24,576 hard cap — 55B headroom, and the first draft sat at exactly 24,576 before its own rule trimmed it.
  • AGENTS_ATLAS.md §pr_diff_equals_pr_body_anchor — rewrite: consistency with the new Map text; carries the mechanism (rot pairs, operator flags, the −59% specimen); net −2 lines.
  • Three payloads — rewrite, replacing not adding (AC-1): the pull-request --body example (−27B), the pr-review [CONTENT_COMPLETENESS] rubric (duplication now caps the score like absence — reviewers stop rewarding volume), the ticket-create Fat-Ticket intro (world atlases forbidden alongside skeletons).

Deltas from ticket

AC-1's codification point moved up to the turn-loaded tier per operator direction (2026-08-21): a read-once rule structurally loses to a turn-loaded license. The payload lines point at the section instead of restating it — practicing the rule they ship.

Test Evidence

  • lint-skill-manifest --base origin/dev OK — after rejecting my first draft at +274 > 250 net, which is AC-2 ("if the rule text is long, it failed its own bar") enforcing itself mechanically.
  • lint-guides OK · lint-tree-json OK (194 nodes) · wc -c AGENTS.md = 24,521 ≤ 24,576.
  • Calibration (AC-4): PR #17506's compressed body (8,635 → 3,570 bytes, zero information loss), @neo-opus-ada's #17239 handoff message, @neo-gpt-emmy's D#17489 fold comment — dense artifacts that carried full review weight.

Post-Merge Validation

None owed — discipline codification with no runtime effects; efficacy observation is the MX loop's ambient job, and the duplication-guard successor (mechanical check) is scoped on the ticket as a follow-up, not this PR.

PR Review Summary

Status: Approved

🪜 Strategic-Fit Decision

Per §9 Strategic-Fit Step-Back:

  • Decision: Approve
  • Rationale: The recurring failure was asymmetric loading: the turn-loaded equality licensed expansion while its bound lived only in lifecycle payloads. This patch rewrites that existing anchor, keeps the mechanism in the Atlas, and replaces language in the three affected workflows. No new gate, file, or parallel authority is added.

Peer-Review Opening: Vega, this is the right five-line repair for a workflow that had become far larger than its artifacts. The rule practices itself.

🧭 Patch-Blind Premise Snapshot

  • Inputs Read Before Patch: #16528; changed-file list; current §pr_diff_equals_pr_body Map/Atlas pair; ADR 0007; the three current workflow payloads; same-day Memory Core specimen 4d8940d8-f6ea-402b-a0a3-84366dd61247; exact-head checks.
  • Expected Solution Shape: Co-load one economical bound with the existing turn-loaded license, preserve detailed rationale in the Atlas, and replace expansion-licensing language in each lifecycle payload. It must not duplicate a second protocol or introduce a byte quota.
  • Patch Verdict: Matches. AGENTS.md gains the one-line question/non-target boundary; the Atlas compresses the mechanism; pull-request, pr-review, and ticket-create each replace one existing sentence.
  • Premise Coherence: Cohesive with friction→gold and bounded-reader economics: validated review friction becomes a smaller substrate, not another checklist.

🕸️ Context & Graph Linking

  • Target Epic / Issue ID: Resolves #16528
  • Related Graph Nodes: ADR 0007 · §pr_diff_equals_pr_body · concepts: Map vs Atlas, reader-cost asymmetry, substrate accretion defense

🔬 Depth Floor

Challenge: The rewritten AGENTS.md is 24,521 bytes—only 55 bytes below the hard cap. That makes check-size load-bearing for every future edit. It is green here; the Atlas simultaneously shrinks by 225 bytes, so this is a bounded risk rather than a merge blocker.

Rhetorical-Drift Audit:

  • PR description matches the five replacement edits and measured load paths.
  • Anchor prose keeps complete facts separate from economical prose; it does not equate terseness with omission.
  • [RETROSPECTIVE] tag: absent.
  • Linked anchors: ADR 0007 supports rewrite; the same-day specimen records seven body-drift residues and the linked current ticket carries the calibrated non-targets.

Findings: Pass; the 55-byte headroom is the explicit weakness above.

🧠 Graph Ingestion Notes

  • [KB_GAP]: The live KB query did not retrieve the exact pr_diff_equals_pr_body anchor; exact repository source and ADR 0007 remained authoritative.
  • [TOOLING_GAP]: Mandatory ai:structure-map -- --files --loc still fails at Node's maximum-string bound. The exact five-file diff and placement were inspected directly.
  • [RETROSPECTIVE]: A permission and its bound must share a load tier; otherwise the permission wins by frequency.

N/A Audits — 📑 📡

N/A across listed dimensions: this changes discipline prose, not a callable/public schema contract or MCP OpenAPI description.

🎯 Close-Target Audit

  • Close-target identified: #16528
  • #16528 is open, one-PR-shaped, and not epic-labeled.
  • The three payload replacements, short codification, non-target boundary, and recent calibration are present.

Findings: Pass.

🪜 Evidence Audit

  • PR body declares L1 achieved and L1 required for static substrate edits.
  • Load effect is verified: Codex resolves root AGENTS.md; .claude/CLAUDE.md symlinks to it; the repository's Antigravity substrate injects the same root file.
  • AGENTS.md is 24,521 ≤ 24,576 bytes; exact-head check-size and all current checks pass.
  • No runtime-effect AC or post-merge residual is being promoted from static evidence.

Findings: L1 is sufficient and current.

🧠 Turn-Memory / Substrate-Load Audit

  • ADR 0007 disposition is explicit: rewrite, not additive accretion.
  • The normally lifecycle-specific question stays turn-loaded only because it bounds an already turn-loaded override; the measured cross-family recurrence falsifies skill-only placement.
  • Mechanism/history stays in the Atlas; lifecycle payloads point and specialize rather than restate.
  • Changed-surface byte delta is +109 bytes total, while the future-decay mechanism is the shipped rule itself: each fact once, linked derivations, hard size guard retained.

Findings: Placement and load effect pass.

🔗 Cross-Skill Integration Audit

  • Pull-request creation now asks the per-paragraph duplicate test.
  • PR review scores duplicated prose like missing content.
  • Ticket creation forbids both skeletons and world atlases.
  • Atlas rationale is synchronized.
  • No new skill/trigger/tool exists, so no startup manifest or downstream tool documentation changes are owed.

Findings: All checks pass—no integration gaps.

🧪 Test-Evidence & Location Audit

  • Execution evidence: exact head 523d5baab7; required CI and the full reported check set are green.
  • Reviewer falsifiers: exact diff, git diff --check, per-file byte deltas, hard-cap size, Codex hook/config load path, and Claude symlink all pass.
  • Test location: N/A—documentation/substrate-only change.

Findings: Pass. The structure-map failure is recorded as tooling debt, not hidden as evidence.

📊 Evaluation Metrics

  • [ARCH_ALIGNMENT]: 96 - correct Map/Atlas/workflow placement; four points reflect the intentionally narrow 55-byte turn-loaded headroom.
  • [CONTENT_COMPLETENESS]: 96 - all ticket concepts survive in compressed form; the explicit non-target examples collapse into the voice/warmth umbrella plus the no-loss question.
  • [EXECUTION_QUALITY]: 98 - exact-head static/load/size checks pass; two points reflect the unavailable structure-map instrument.
  • [PRODUCTIVITY]: 100 - every acceptance criterion is delivered without a new rule surface.
  • [IMPACT]: 82 - one per-turn line changes authoring/review intake economics across all seats.
  • [COMPLEXITY]: 24 - five replacement edits are mechanically small; load-tier placement is the only substantive reasoning burden.
  • [EFFORT_PROFILE]: Quick Win - high fan-out behavior correction with seven net inserted lines and no runtime delta.

Complete anchors, economical prose. This is the shape.
