What is the Neural Link?

Other information: Issue #2724 The goal of simplifying the README is to provide visitors with a clear idea about what the framework is and why it's a good choice

Hi Cesar,

as discussed on Slack, I need to close this PR. Some change-ideas are actually pretty good, but the final result (main readme) has too little content left.

We need to start working on a new learning section first and then replace main readme content with links to it.
