Implement Shape C (Bridge Daemon Fallback) for the Phase 3 autonomous wake substrate, per ADR 0002.

Acceptance Criteria

Implement the long-running daemon watching the GraphLog via syncCache pattern.
Implement per-harness adapters (tmux, osascript).
Ensure co-existence with MCP server's syncCache without interference.
