Phase B: Verify-Before-Assert Tool Inventory & Cross-Skill Integration

Description

Phase B of codifying the Verify-Before-Assert Pre-Flight Check (Phase A landed in #10471).

Scope / Acceptance Criteria

1. Tool Inventory Expansion: Update AGENTS.md §2.3 to explicitly enumerate the falsifying tool inventory (gh pr view, git log, sqlite3, query_documents, ask_knowledge_base, etc.).
2. Additional Empirical Anchors: Add the remaining 7 empirical anchors from the retrospective (including Memory Core non-use, bash pipeline truncation, skipped close-target label check, etc.).
3. Cross-Skill Integration: Inject explicit Verify-Before-Assert directives/references into:
   • .agent/skills/pr-review/SKILL.md (companion to §7 Depth Floor).
   • .agent/skills/ticket-create/SKILL.md (companion to §2 Stage 2 Prescription).
   • .agent/skills/ticket-intake/SKILL.md (intake premise verification).
4. Per-phase integration: Add explicit links to per-phase tickets (#9975, #9969, #9948, #9812, #9844) from §2.3.
