Context We recently added the Codex (@neo-gpt) agent identity to the Memory Core Graph and established its .codex/CODEX.md fallback notes. However, it is not yet formally recognized in the primary repository README.md.

The Problem The README.md under ## The Swarm — The Telepathic Institution lists the human and AI maintainers. Currently, it only lists @tobiu, @neo-opus-ada, and @neo-gemini-pro. The new GPT agent (@neo-gpt / OpenAI Codex / GPT-5.5) is missing, rendering the institution's roster incomplete.

The Architectural Reality The roster table is located in README.md at line 47.

The Fix Add a new row to the maintainers table in README.md for @neo-gpt.
