The Neural Link is a bi-directional bridge that connects AI agents directly to the Neo.mjs runtime. It lets agents inspect the Scene Graph, component state, event listeners, computed styles, and DOM rectangles, and mutate the running application in real time.

Context

Sub of Epic #11796 (active-peer quorum rule). Covers AC3 — the turn-loaded AGENTS.md mirror. Depends on the merged shape of #11799 (the source-of-truth ideation-sandbox-workflow.md §6 amendment).

Scope

Single-file amendment: AGENTS.md §swarm_topology_anchor — the turn-loaded summary that currently says "3× explicit APPROVED cross-family signals".

Prescription

Amend AGENTS.md §swarm_topology_anchor's Consensus-mandate (#11217 from #11216) line:

Current (verbatim from substrate):

high-blast Discussion graduations require 3× explicit APPROVED cross-family signals; substrate-PRs from non-graduated Discussions rejected at merge-gate.

Proposed (compressed-form fitting AGENTS.md byte budget):

high-blast Discussion graduations require family-keyed active-membership quorum (≥ 2 active families with signal AND ≥ 1 non-author family APPROVED; Tier-2 changes also require Unresolved-Liveness + revalidationTrigger); substrate-PRs from non-graduated Discussions rejected at merge-gate.

Detail substrate lives in ideation-sandbox-workflow.md §6 + ai/graph/identityRoots.mjs participationStatus field + Epic #11796 — AGENTS.md only carries the turn-loaded summary statement.

Acceptance Criteria

AC1 — §swarm_topology_anchor Consensus-mandate line replaced with the family-keyed compressed-form summary.
AC2 — Line stays within §swarm_topology_anchor's byte budget; deeper detail references chosen substrate.
AC3 — No drift from the source-of-truth (ideation-sandbox-workflow.md §6.2 rule text); semantic equivalence audited.
AC4 — AGENTS_ATLAS.md §swarm_topology_anchor (if it has the expanded form) checked for the same drift and updated if affected.
AC5 — agent-substrate-loader / turn-memory-pre-flight skill checks remain green; no AGENTS.md byte-budget regression.

Out of Scope

The actual ideation-sandbox-workflow.md §6 amendment (sibling sub #11799).
pull-request-workflow.md §6.1.1 mirror (sibling sub).
identityRoots.mjs structured field (sibling sub).

Sequencing

Wait for #11799 to merge before opening the PR for this sub — the compressed summary must match the final §6.2 rule semantics.
