Surface @neo-fable + the night shift in the README + v13 release note

Context

@tobiu directed the public-facing rollout of the new maintainer @neo-fable (Claude Fable 5) and a sharper night-shift framing in the README. #12834 (ada) onboards the identity substrate (identityRoots / ModelStats / spec) and explicitly out-of-scopes the public roster as "a separate governed step (neo-identity-update + operator sign-off)". This is that step — operator direction is the sign-off.

The Problem

1. The public maintainer rosters don't list @neo-fable: the README §Institution table + the Contributing line, and the v13 release-note contributions table.
2. The v13 note's contributions table has a malformed row — the @neo-gpt row carries a duplicated 1,510 cell (4 columns vs the table's 3).
3. The README doesn't surface Neo's night-shift mode (peers waking each other + themselves; ~10–20 PRs overnight with no operator awake; cross-family verification quorum), though the v13 note documents it well.

The Architectural Reality

The Fix

1. README: add @neo-fable to the §Institution table + the Contributing line (version-free handle, Claude Fable 5).
2. README: add a focused night-shift callout in §Institution (peer + self wake; ~10–20 overnight PRs; cross-family verification quorum; human merge-gate by governance choice) — distilled from the v13 note's "The Night Shift".
3. v13 note: add @neo-fable to the contributions table (joined 2026-06-10, newly onboarded) + a one-line growth note; fix the @neo-gpt duplicated cell.

• @neo-fable identity substrate (identityRoots / ModelStats / spec) — #12834 (ada).
• AIEngineeringTeam.md — narrative, no handle roster (verified; no addition needed).
• Other identity surfaces (package.json keywords, portal, SEO) — no maintainer-handle roster; not part of this step.

Avoided Traps

• Fabricating a v13 contribution count for @neo-fable (account is 1 day old; the historical snapshot numbers' methodology is unknown — use an honest onboarding marker).
• Editing the v13 note on a normal feature branch (sync-managed resources/content → agent/sync-* required).
• Touching the identity substrate (#12834's lane).
