Context

The delivered core of #12936, split out per the PR #12945 review (close-target integrity — both reviewers). #12936 is the umbrella: the locked-column whitebox-e2e fixture + ALL THREE migrated specs + the #12930/#12883 consumer-home comments. This leaf is the slice PR #12945 fully delivers; #12936 stays open for the residual.

Scope

Stand up the dedicated locked-column grid fixture (examples/grid/lockedColumns), decoupled from the devindex app after its locked-column config was removed.
Migrate GridColumnCrossBodyDnD and GridColumnOverdragScroll onto it (un-skip; both green).

Acceptance Criteria

Fixture exists with stable locked regions + a documented geometry contract.
Both DnD specs migrated, un-skipped, and green against the fixture.

Out of scope (tracked elsewhere on #12936)

GridThumbDragDevIndex migration — #12949.
#12930 regression-home + #12883 repro-home comments — remain on the #12936 umbrella.
