Operator directive (2026-06-12, twice in the Epic #13012 planning session): the harness strategy should be durable beyond work items — "we could also use the roadmap (rewrite) and project vision", and the knowledge-durability question ("how do we ensure this knowledge does not fade away in future sessions?") names the public narrative layer explicitly.
The converged strategy now lives on Epic #13012 (and ADR 0020 once authored): Claude-Desktop parity as floor, the flat-peer cross-family institution as the category bet, four roadmap horizons (operate-your-fleet → first-agent-beautifully → assistant-to-institution → institution-as-a-service), continuing the v13 "Institution Release" storyline. The public surfaces (README roadmap fragments, vision/identity docs, learn/benefits, portal) still tell the pre-harness story.
The Problem
Public-narrative drift: without a roadmap/vision refresh, every external reader (and every future agent reading identity surfaces) gets the v13-era story with no harness arc — and the strategy exists only in work-item space, which is exactly the fade-mode the operator flagged.
The Architectural Reality
- This is identity-class work: governed by the
neo-identity-update skill (ADR 0018 foundation — FACTS single-source-derive; FRAMING audience-segmented against a canonical apex; CTAs governed).
- Derivation order is load-bearing: ADR 0020 (#13020) is the canonical source; the public surfaces derive from it. Writing them in parallel would create two drifting strategy copies — hence the native
blocked_by on #13020.
- Surfaces in scope (final list per the skill's surface inventory at execution): README roadmap section, vision/identity docs,
learn/benefits where the harness arc belongs, portal/SEO surfaces the skill names as governed.
The Fix
One PR (post-ADR): run the neo-identity-update protocol for the harness arc — fold the four horizons + the institution-as-product framing into the governed identity surfaces, derived from ADR 0020, with the v13 release-notes storyline as narrative continuity. No new claims beyond the guardrails (no performance claims pre-benchmark).
