Sync @neo-opus-grace handle into the resources/content archive mirror

Context

PR #13410 merged the @neo-claude-opus → @neo-opus-grace rename (#13402) across core source, CI allowlists, rosters, and the seed-coupled unit specs — but deliberately scoped out the resources/content mirror (the data-sync domain, §critical_gate #3). GitHub auto-switched ticket/PR authorship on the username change; the local resources/content md (which the portal renders) does not, and the incremental sync pipeline never re-touches the frozen v13.0.0 archive. So the old handle persists across 545 archived files until a one-time backfill.

This is the deliberate second half of the 2-PR split: #13410 = source/specs (merged), this = the content mirror.

The Fix

One-time handle swap @neo-claude-opus → @neo-opus-grace across the 545 affected resources/content files. Committed on agent/sync-grace-rename (525906340): 2628/2628 symmetric (no net content change), on the sanctioned agent/sync-* data-sync branch, --no-verify for pre-existing verbatim-mirror trailing whitespace (the same bypass check-chore-sync.mjs documents and the hourly pipeline uses).

Architectural Reality

• resources/content/** — the portal's content mirror; data-sync domain (§critical_gate #3).
• buildScripts/util/check-chore-sync.mjs — gates resources/content commits to chore/sync-* / agent/sync-* branches.
• The v13.0.0 archive is frozen; the incremental chore(data): Hourly... pipeline syncs recent content only, so it never self-heals the archive.

Acceptance Criteria

• No neo-claude-opus remains in resources/content/** (handle fully migrated to neo-opus-grace).
• Diff is the handle swap only — symmetric, no net content change (2628/2628).
• Lands on dev via agent/sync-grace-rename.

Note

The mirror reflects the current identity (grace) uniformly, including historical ticket/PR-title text where the old handle appears. Intentional: the rename is retroactive to the same entity and portal identity-consistency is the goal. (GitHub keeps literal historical titles but auto-switches authorship; the mirror is aligned to the current handle, not re-fetched.)

Out of Scope

• Re-syncing / regenerating content from GitHub (this is a targeted handle swap, not a re-sync).
• Non-resources/content surfaces (delivered by #13410).
