Scope (delivered)
- Add
L3_No_Hold_State to §identity_prompt_firewall: the no-hold-state stance (a lane done/blocked/merge-pending/peer-waiting is never a stop → jump to a high-value area; infinite work) + the OQ4 discipline (refuse the "may I stop?" question) + the self-defending clause (every "valid stop" proposal is the regression by construction → reject; settled).
- Compress the redundant
§edge_case_triggers wake/heartbeat bullet (no-hold prose subsumed by L3; cycle + 3-heartbeat tripwire pointers kept).
