Context

#13623 AC2 + AC3 (graduated #13621→#13623). The §no_hold_state stance (L3, #13620) + its validator (verified-no-lane retirement, #13627 / PR #13630) are landing; this places the teeth-test — the un-gameable warrant for what counts as not-holding — so the in-turn self-check ("am I holding now?") always has it, while the detail stays off the byte-budget.

The Fix

Per the converged ADR-0007 compress-to-trigger split (OQ2):

AGENTS.md L3 (always-loaded): append the terse teeth-test to the directive — "does this advance a NAMED lane right now? — substance, not costume" + a pointer to the atlas. The warrant the in-turn self-check needs (which skill-loaded / hook-only placements miss).
learn/agentos/AGENTS_ATLAS.md (compress-to-trigger): a new ## §no_hold_state_taxonomy carrying the full detail — the two symmetric loopholes (L-idle input-gathering-as-idle-cover; L-collab collaboration-as-never-shipping-own-lane / the watch-the-shipper trap), the principle-with-teeth-test (AC3: NOT a closed list — a list is the next weaponizable exit-set), the ratio-as-observability note (AC4's signal: informs-not-gates, externalized, never an agent-self-gate, not a contribution-ledger), and the 🖖 warrant-vs-costume anchor.

Byte-budget (substrate-accretion-defense)

AGENTS.md = 24331 / 24576 cap = 245B headroom. The terse L3 addition (~140B) fits with margin; the full taxonomy lives in the atlas (off-budget). CI-guarded by ai/scripts/lint/lint-agents.mjs + check-substrate-size.mjs — an overflow fails loud.

Decision Record

Optional — the #13616→#13618→#13623 graduation is the record; ADR 0007 (compaction taxonomy) governs the compress-to-trigger placement; aligns-with §no_hold_state (#13620).

Acceptance Criteria

L3 directive carries the terse teeth-test warrant ("advances a NAMED lane right now?") + an atlas pointer.
AGENTS_ATLAS.md §no_hold_state_taxonomy carries the two loopholes + the principle-with-teeth-test + the ratio-as-observability note + the 🖖 anchor.
AGENTS.md ≤ 24576 (lint-agents green).
No new validator rule (the teeth-test is discipline, per #13616 / #13623 AC5 — the warrant is un-mechanizable; the hook re-asserts it at the boundary).

Out of Scope

AC1 hook-reminder content (laneStateStopHook.mjs) = @neo-opus-grace's #13628.
AC4 ratio-observability implementation (the hook + COP wiring, #13441) — this ticket only DOCUMENTS the signal in the atlas; the impl is a separate slice.
