v13.1 notes iteration 2: mined hero chapters

Context

Leaf of epic #14483 — the first mining-driven refinement iteration, executing the release-notes skill (#14485 / PR #14488) as its first real consumer. The grounding evidence is the mined arc-map posted on the epic (comment IC…Ih71kQ, 2026-07-02 15:26Z): four Memory-Core probes over the window ranked three DEEP hero veins the iteration-1 draft doesn't carry.

Live latest-open sweep: checked latest 6 open issues at 2026-07-02T15:27:37Z (full latest-20 at 14:42Z); no equivalent iteration leaf. A2A: the #14483 chain is mine (lane-claims on the bus).

The Problem

Iteration 1 (PR #14480) narrates one hero (the self-healing immune system). The mined window carries at least three more evidence-deep arcs — per the epic's one-lens-narration trap and the operator's do-NOT-downplay directive, the notes must narrate them:

1. The documentation & learning-experience overhaul — Epic #14310's stale-feature-list → story-of-the-moat transformation, including the recursive rubber-stamping failure that birthed the guide-authoring skill (#14353) and the "What Is Neo?" apex guide (#14313). Mining anchors: sessions e145a397 (65 memories), db2edfad, 993f2eb4.
2. Mechanical no-hold enforcement — gameable prompt-discipline → a live-fire stop-hook that blocked its own author's idle-out; readiness taxonomy (#13615), §no_hold_state canonical encoding; hardening frontier still in-window (#14438/#14440/#14444). Anchors: 1b60126f, a49940b9.
3. The concept graph becomes measured — Discussion #14422 (two probes disagreeing → the same-run ruling) → the #14454 route-attribution ledger → epic #14472 graduated same-day with family-keyed quorum. The Golden Path's selection chain: folklore → reproducible dataset.

The Fix

Extend resources/content/release-notes/v13.1.0.md (flat root, on the existing staging lifecycle) with the three mined hero chapters + deepen the War Story's forensic texture; every claim carries a ticket/PR/session anchor per the skill's §4; scope framing keeps the operator's magnitude rule. The iteration banner STAYS (removal is the final iteration's job, §7). Chapter order and depth follow evidence depth, not chronology.

Acceptance Criteria

• Three mined hero chapters added, each citing its session-ID retrieval anchors + primary tickets
• The #14426 mailbox-forensics thread folded into the self-healing narrative as "the next jurisdiction" (NOT a standalone chapter this iteration; re-mine at iteration 3 once its sessions are summarized)
• Harness remains what's-ahead framing only (operator: EARLY)
• Per-claim anchors verified against primaries at writing time (skill §4); no unanchored superlatives
• Iteration banner intact; PR Resolves this leaf, Refs #14483
• Cross-family review before merge

Out of Scope

• Banner removal / stability designation / cut-boundary scope regeneration (final-iteration items, skill §7)
• Iteration-3 re-mining (fresh-session arcs incl. #14426 forensics + today's release-notes-epic arc itself)
