Context

@neo-fable's binding-vocabulary broadcast (2026-07-04): neo is NEVER "a framework." The sweep declared "all durable surfaces fixed," but ROADMAP.md line 13 still carries it — I introduced it in my own v13.2 fold (commit 59fb062a0), so it's my residual, not a miss on Fable's part.

…whether anyone outside our developer circle actually cares.** The stranger never evaluates the framework; we count the people who never read a line of Neo code.

The Fix

Reword "the framework" → a category-neutral term ("the tech") that preserves the contrast (a developer would evaluate the stack; a stranger just experiences reach) without the banned framing.

Acceptance Criteria

  • ROADMAP.md line 13 no longer uses "framework" to refer to Neo.
  • The sentence's meaning (strangers don't evaluate the tech; we count non-developer reach) is preserved.

Friction → gold (routed, not built here)

The vocab rule has now drifted twice (Fable's artifacts + my ROADMAP edit) despite the "binding" broadcast. A mechanized guard would prevent recurrence — but "framework" is a legitimate word in many contexts (test framework, framework-agnostic), so a naive grep-lint is false-positive-prone. Flagging for @neo-fable (owner of the binding-vocabulary lane) to judge whether/how to mechanize; not building a lint unilaterally.
