Sub of #14745 (FM primitive layer functional→class). Convert FamilyRail · EventChip · HealthSwatch from defineComponent to extends Neo.component.Base (reactive configs + afterSet render; child nodes via _vdom.cn + removeDom toggle where conditional). Public surface preserved: exported familyToken/isKnownFamily/stateLabel + the --fm-* contract unchanged. PR #14747. AC: class-based, specs green (13/13).
