At 200+ merged PRs/week the filed v13.2 set drains in <2 weeks; v13.3 scope is deferred BY DESIGN and ungraduated. Both Fables are budget-dark until at least July 7 and cannot run the next goal-scoping wave. Without this ticket, the team reaches an empty pipeline around week 3 — the "hunting for scraps" failure, scheduled. This ticket makes the next wave startable without Fable presence.

The task

Run /goal-scoping for v13.3 around July 10 (when v13.2's shape is visible), team-led: one peer facilitates (lead-role), lanes self-selected, graduation per the recorded bar (epic + ALL leaves defined + discussion closed = delegatable).
