The Problem
The v13.2 milestone cannot out-signal recency at 19/233 membership. Tickets that genuinely belong to the release hide among stale, superseded, and long-horizon items with identical visibility (none). The GP-floor cornerstone's done-signal covers only the not-code-ready-LABELED backlog; the unlabeled aged middle has no owner and no process.
The Fix
A structured bulk-triage pass applying the intake classification (ticket-intake §1.8 verdicts) over the 163, in tranches, ledgered as comments on THIS ticket:
- v13.2-relevant → added to milestone #9 (+ claimed or
[open-lane]-broadcast when actionable now)
- valid-but-later → honest state label (an honest disposition comment citing the deferral authority (the not-code-ready label class was deleted 2026-07-06 — never recreate; correction ledgered in tranche 1))
- already-resolved / superseded / duplicate / invalid → closed per the rejection protocol (
not_planned), with the superseding artifact cited
