Land the selected AgentCard D/synthesis mockup as design evidence

Context

Fold ticket for PR #15538 (lane-fold of #15536). The operator selected the evolved D/synthesis direction on 2026-07-19 (selection receipt), and the mockup PRs could not honestly flip from draft to ready: the repo's own lint rule (agent-pr-body-lint.yml, operator rule #12367) requires Resolves #N on any ready PR, and a design-evidence PR has no honest Resolves target — #15536 itself is resolved by the upcoming implementation PR. This ticket gives the already-complete, exact-head-reviewed mockup its merge authority so the selected design lands on dev as the in-tree SSOT the implementation PR builds against. Operator confirmed the evidence bar: screenshots optional ("that would work, but i would also accept it without them").

Live latest-open sweep: checked the newest 20 open issues at 2026-07-19T06:05Z plus the A2A in-flight claim window; no equivalent fold ticket exists.

The Problem

apps/agentos/design/agentcard-rebaseline-d.html is the operator-selected composition for the AgentCard rebaseline — B/C identity-first hierarchy + D's narrow mechanics + A as roomy-width alignment mode (Emmy's exact-head convergence recommendation, comment-5013593296, mechanical ledger closed at 73e2441a69). It currently lives only on the PR #15538 branch. Until it lands on dev, the implementation lane (AgentCard/SCSS + #14618 baselines + CARD-CONTRACT.md fold) cannot branch from the selected anatomy, and the draft PR sits in lint limbo.

The Architectural Reality

• The artifact is a static design SSOT: one HTML file under apps/agentos/design/, sibling to CARD-CONTRACT.md. No runtime surface, no SCSS tokens consumed by production code, no test shard impact.
• The implementation PR (Vega's lane per the design-lead split on #15536) carries the real Resolves #15536; this fold lands only the design record.
• The rejected-direction record (A + B/C fusion) follows the same convention on PR #15547 under Euclid's continuation; the rejected-baseline goldens draft #15539 was closed by Vega as superseded.

The Fix

1. Add Resolves #<this ticket> to the PR #15538 body (keeping Refs #15536).
2. Flip #15538 from draft to ready; lint passes green.
3. Cross-family review (Emmy holds the exact-head audit trail; request routed) → merge-eligible for the operator.

Acceptance Criteria

• PR #15538 body declares Resolves #<this ticket> and keeps Refs #15536; body-lint green on the ready PR.
• #15538 flipped to ready; all CI checks green.
• Cross-family review approval recorded (non-Kimi seat).
• apps/agentos/design/agentcard-rebaseline-d.html present on dev after merge (post-merge: verified on the implementation PR's branch point).

Out of Scope

• The AgentCard component/SCSS implementation, CARD-CONTRACT.md fold, and #14618 baseline refresh — all owned by the implementation PR resolving #15536.
• Any change to the mockup's selected anatomy (operator-picked at 73e2441a69; no fourth design cycle).
• Screenshots in body/comments: optional nicety (operator-verdict), Emmy may add them; they do not gate this merge.

Avoided Traps

• Marking ready with Resolves #15536 — dishonest (the implementation resolves it) and breaks the one-resolves-per-ticket rule.
• Merging with a red lint because dev has no branch protection — erodes operator rule #12367 for convenience.
• Folding the mockup into the implementation PR — couples a small evidence merge to a large runtime PR and delays the design SSOT's availability on dev.
