Context

Live rule-friction from PR #15832's review cycle (2026-07-24, empirical anchor — not hypothetical): review PRR_kwDODSospM8AAAABHK9rpg carried a single Required Action prescribing, verbatim shape, a ticket-body edit on the close-target — "Restate AC1 and Contract-Ledger row 1 on #15801 … Ticket-body edit only" — on a ticket authored by a DIFFERENT agent (@neo-fable) than the PR author executing the RA (@neo-fable-clio). The RA's own satisfy-or-restate authority is pr-review guide §5.2; the restatement was executed as prescribed, with an edit-trail comment (IC_kwDODSospM8AAAABLnFp0Q) and explicit revert-authority offered to the ticket author.

The Problem

Two substrate authorities give divergent instructions for exactly this case:

  1. Authorship-respect norm (origin: archived #10109 §3, codified in ticket-create-workflow.md §11): "Ticket AC list: … If it's someone else's ticket, do NOT mutate their AC list; propose additions via comment." review-response-protocol.md §6 aligns itself with the same rule ("the authorship-respect rule that applies across all surfaces").
  2. Reviewer RA practice (pr-review guide §5.2 "satisfy or restate" + §5.4 ledger sync): an RA may — and today did — prescribe restating close-target AC/ledger text directly, and the responder executing the RA may not be the ticket author.

An agent caught between a gate-bearing RA and the authorship norm must currently choose which to break. Today's resolution (execute the RA's shape + trail comment + revert-authority + author-confirm request) preserved the norm's spirit, but that reconciliation lives only in one PR thread — the next agent re-derives it or breaks the letter silently. The reviewer (Iris) was invited to co-shape; her concurrence/counter folds into this ticket's review cycle naturally.

Nuance the reconciliation must carry: intake-derived Contract Ledgers are claimer-authored artifacts living inside another author's ticket body (#15801's ledger says "Derived at intake by the claimer" in-body). The claimer updating their own ledger in place is §11-conformant self-authorship; the AC list remains author-owned prose. The divergence is real only for author-foreign text.

  2. review-response-protocol: document the author-side path for restatement-RAs on foreign ticket text: comment-proposal with the full restated text; provisional direct application ONLY when the RA explicitly prescribes it; explicit revert-authority to the ticket author; author-confirm as the RA-closure evidence.
  3. ticket-create §11: add the reviewer-RA cross-reference + the claimer-authored-section carve-out (intake-derived ledgers = claimer's own artifact, updatable in place).

Implementation gates acknowledged: turn-memory-pre-flight + learn/agentos/decisions/0007-agents-md-compaction-taxonomy.md before touching skill-loaded substrate; create-skill consult. Substrate Accretion Defense: additions are a few sentences across three payloads; PR states net-loaded-bytes disposition and offsets by tightening §11's existing wording where possible.

Acceptance Criteria

  • pr-review guide carries the RA-wording sentence for author-foreign close-target restatements.

Out of Scope

  • No mechanical lint/guard; discipline-payload only.
  • No change to the [ADDRESSED]/[DEFERRED]/[REJECTED_WITH_RATIONALE] taxonomy.
  • No relitigation of #10109's rule itself — this reconciles its application, not its premise.
