Context

The honest close-target split out of #16431, prescribed by PR #16464's cycle-1 review: Resolves #16431 overclaimed, because #16431's AC1 requires five live axes (the arming axis has no server-side read to consume — that is missing AUTHORING, not deferrable evidence) and AC5 requires a containerized-plane receipt of real seat rows (operator-gated fleet.planeBearer wiring). This leaf owns exactly what PR #16464 fully delivers; #16431 stays open and explicitly retains the arming read and the real-plane-row evidence.

Live latest-open sweep: checked latest 10 open issues at 2026-08-03T20:4xZ; no equivalent. A2A recency scan: no overlapping claim.

The Problem

The cockpit needs the decomposed per-seat wake view NOW — the crash-loop-reports-healthy incident class (#16462 era) is live — and four of the five axes have shipped, consumable authorities today. Holding the four observable axes hostage to the fifth's unbuilt read would invert the lane's own honesty principle.

The Fix (what PR #16464 delivers, whole)

  • fleetWakeRoutes wire verb + fleetWakeRoutesSource: per-seat rows carrying subscription intent, delivery-lane liveness, last terminal failure receipt, and presence freshness — each axis answering as itself under the fail-honest contract; the arming axis present as a TYPED unobserved participating in envelope certification (the conjunction rule: wired is unreachable while any declared axis is structurally silent).
  • Host terminal receipts reconnected through the adapter's exported file-backed reader; plane presence over the verbose who_is_online contract (argument-captured).
  • WakeRoutePane + store/model + cockpit loader under the house discipline; degraded/none never renders as an empty registry (roster-unreadable vs observed-empty control pair).

Acceptance Criteria

  • Per-seat rows render the four observable axes from live truth, with the arming axis as a typed unobserved naming its missing surface.
  • The capability envelope certifies the conjunction of ALL FIVE declared axes — wired/observed unreachable while arming is silent; silent axes named per-axis and per-envelope.
  • degraded/none (unreadable roster included) never renders as an empty registry; observed-empty stays a distinct honest state.
  • The production presence request is the verbose contract, argument-capture-tested.
  • Host-mode terminal receipts reach their seats through the existing file authority (no duplicated parsing).
  • Live wire receipt against a booted fleet server attached to the PR.

Out of Scope (retained by #16431)

  • The server-side arming read and its axis activation.
  • The containerized-plane receipt of real seat rows and the rendered-pane observation (operator-gated fleet.planeBearer).
