Execute the Agent OS repository cut

Problem Scope

D#17782 Wave 3 is the irreversible transition in Epic neomjs/neo#17500: neomjs/neo-agent-brain must receive and verify the Brain before neomjs/neo removes the source authority. This needs an Epic because the outcome requires multiple independently reviewable PRs across two repositories plus live tracker mutations, while one shared receive→verify→remove goal and rollback contract must remain coherent.

Live state at planning:

• D#17782's declared freeze explicitly sanctions the runway waves and their direct sub-work; this Epic is the Wave-3 exception, not a new ambient Brain lane.
• neomjs/neo-agent-brain is a four-blob scaffold on protected dev; no receive PR is open.
• neomjs/neo still owns the Brain source. Live dev@fb651fd3c6 is one generated data-sync commit ahead of the clean e10713444a planning inventory; that inventory contained 865 disposition rows with zero disk/authority residue, and the compare touches only Portal/content mirrors. The cut manifest must nevertheless re-bind the accepted paired proof at the frozen source SHA.
• D#17782 has ticket-backed Wave 1 (#17784) and Wave 2 (#17783); the freeze is declared; Wave 0's verified bundle/container-update receipt and Wave 2.5's completed 330-ticket classification remain cut inputs; every sanctioned post-freeze runway ticket is an explicit versioned delta, never an uncounted population change.
• The accepted parent body records a 751-file / 1,512-reference prototype, but no branch or PR carrying that prototype exists in either repository today; it is sizing evidence, not mergeable state.
• The live runway now moves learn/ / the 40-ADR corpus and ai/deploy/**, while neomjs/neo#17500 and ADR 0040 §2.7 still contain older wave-one stay-language. That authority drift must be reconciled before the cut manifest binds.

Wave 3 is complete only when the Brain source/package and deployment receivers are green at pinned SHAs, tracker continuity is proven, and the Engine removal is verified against those exact receive receipts. The Engine deletion is never the discovery step.

Intended Solution Shape

Execute the cut as one freeze-bound receive→verify→remove contract. An immutable manifest binds the exact source and target revisions, custody population, prerequisite receipts, rollback authority, live-lane disposition, and tracker baseline-plus-sanctioned-delta population. The Brain then proves its accepted Host-Edge / independent-Cloud / inventory-owned-shared topology, its own CI, and a Brain-built deployment without relying on Neo source. Only a receiver whose source, runtime, enforcement, documentation, and tracker continuities all read back green may authorize the Engine to remove the exact mover set.

The Engine remains the source authority until that receiver proof exists, retains every subject-owned stay surface, and never gains a dependency back to the Brain. Tracker mutations preserve redirect and relationship continuity rather than assuming node identity. Wave 4 remains a separate severe runtime gate after the cut, so a successful removal does not overclaim stabilization.

The Epic body deliberately does not enumerate its linked leaf registry; native parent-child relationships are the live source. Cross-wave dependencies (#17783, neomjs/neo#17784, D#17644, Wave 0, Wave 2.5, and Vega's learn/ADR stream) remain external gates rather than duplicated scope.

Wave-3 criteria mapping: this Epic owns D#17782 goal-bar items 1, 2, 5, 7, and 8; items 3–4 remain Wave-1/session-substrate external gates; item 6 remains Wave 4; the Wave-3 exit gate is encoded by neomjs/neo#17787's removal predicate and neomjs/neo#17791's receive-before-remove ACs.

• Wave 4 severe runtime battery, seat re-pointing, or final stabilization;

• extracting src/ai/**, apps, Fleet Manager, or unrelated Engine features.

Avoided Traps

• Delete-first cut: destroys the only source before a receiver proves completeness.
• One mega-PR: makes source receive, deploy receive, tracker conversion, and Engine removal impossible to review or roll back independently.
• Directory equals custody: ignores exact inventory dispositions, subject-owned tests/hooks, and cross-region consumers.
• Prototype equals branch: treats historical sizing as current executable state.
• Green CI equals binding: ignores neomjs/neo#17783's binding receipts and trigger-reach contract.
• Container health equals rollback: ignores Wave 0's image pin + named verified bundle.
• Bulk tracker transfer from documentation alone: ignores replacement node IDs, body qualification, milestone loss, and relationship projection measured by neomjs/neo#17701.
• Historical-body authority: silently carries neomjs/neo#17500/ADR stay-language after the newer operator runway changed custody.
