Implement the SCSS overrides for Neo.container.Panel in the neo-theme-cyberpunk.

Tasks:

Create resources/scss/theme-cyberpunk/container/Panel.scss.
Override panel-specific CSS variables to match the Cyberpunk aesthetic.
