Implement the SCSS overrides for Neo.button.Base in the neo-theme-cyberpunk.

Tasks:

Create resources/scss/theme-cyberpunk/button/Base.scss.
Override button CSS variables.
- Backgrounds (transparent with border?)
- Hover effects (glow)
- Active states
- Typography
