Update the createTicketIndex.mjs (and related scripts) to handle the new JSON data source.

Requirements:

Modify the build script to consume the JSON files generated by the MCP server.
Ensure the tickets.json index (used by the TreeList) is correctly generated from these source JSON files.
Maintain backward compatibility or provide a migration path from the Markdown-based index generation if needed during the transition.
