We have fully stabilized the Subconscious Layer of the Agent OS. This task formally tracks the structural refactoring done in DreamService.mjs to properly map [TEST_GAP], [DOC_GAP], and [GUIDE_GAP] matrix priorities directly into the Golden Path handoff.

It accomplishes the initial analysis proposed in discussion-9739 and permanently stabilizes the REM pipeline against flat noise arrays.
