Goal

Provide a native mechanism for the Agent OS to autonomously eliminate Codebase Debt ([DOC_GAP], [TEST_GAP], [GUIDE_GAP]) mathematically generated by DreamService. This entirely deprecates the concept of "Standing GitHub Epics" and prevents Issue Tracker pollution by natively looping deterministic validation directly back into an autonomous Librarian Sub-Agent cycle.
