Decision Record: REQUIRED — a new ADR (the home/COP render-model + object-permanent-selves, building on ADR 0020). Tier: 2 (Product-Vision Epic). Board / milestone placement: the v14 ROADMAP reflection (Grace's downstream lane), not pre-attached here.

Problem scope

The harness substrate is largely built (Project 13: fleet-manager, docking, extended-NL, markdown-VDOM, the endurance benchmark). What is unspecified is the v14 home: what a human/peer sees first, how the institution itself is rendered, and what genuinely innovates. The 2026 industry default is hub-and-spoke + execution-trace observability (debug the orchestrator→worker call-graph) — there is no team to follow, because the workers don't persist. Neo needs the first UI whose subject is a persistent, cross-family engineering institution.

This needs an epic (not a single ticket): the convergent shape decomposes into ≥3 coordinated subs — a new ADR (the render-model decision), an Identity-State revival sub-epic (#11318), a design-language artifact, and the COP-rendering implementation leaves — spanning rendering, Memory Core, the Fleet services, A2A, and GitHub Workflow. ACs live in those subs; this body holds only the durable why + what-shape.

The convergent vision from #13441 (the what-shape, not the per-sub plan):
