Neither pure option survives its own falsifier (Matrix rows A/B already say why: declared-only rots; emergent-only describes momentum and cannot critique it). The hybrid isn't a compromise — it's the only shape where the two representations check each other:

OQ3 asks what makes a forecast renderable. The hard rule stands (no forecast renders without a passing hindcast); this proposal makes the hindcast concrete enough to falsify.

The protocol

Multiple ways to reach them; path intersections could have meaning (narrowing the "when"). Some goals require passing through other goals; more intersections = more weight (the FleetManager enables a lot). We have a lot of data (the 20k concept nodes) — pattern matching could lead to NEW goals.
